Review Comment:
Not really concerning anything, I was trying to understand the difference
between `getNextStrictReplicaGroupRoutingOnlyAssignment` and
`getNextStrictReplicaGroupAssignment`.
So iiuc, the only difference of this routing only is that it assume segments
in the same partition could be assigned to different instances, therefore the
`firstEntryInstancesStateMap` does not apply to all segments in the partition,
and you have to group segments with their assigned instances to make sure
`firstEntryInstancesStateMap` applies to all other segments within the same
group. Is that correct?
