I have posted a question to @Jackie-Jiang if find out if we allow
`strictReplicaGroup` instance selector for `OFFLINE`, so far my assumption has
been that we don't (which is not enforced through code so I probably missed
this). If we do support `OFFLINE` then we might need a separate function to
handle `OFFLINE` differently than `REALTIME` - need to dig into the segment
assignment because at least `OfflineSegmentAssignment` doesn't seem to do any
special handling for strict replica groups and not all `OFFLINE` tables even
use a partition concept.
Wondering if for `OFFLINE` it is okay to just treat each segment separately
and move them similar to the non-strict replica group case, but apply the
special availability checks we do for strict replica group routing?
