## Summary - Give the owned concurrent-consumer executor a bounded queue sized from `consumeThreadMin`, allowing the pool to grow toward `consumeThreadMax` under sustained load. - Retry delayed submissions after repeated executor rejection instead of dropping the request on the retry path. - Add a regression test proving a min=1/max=2 pool starts a second worker when its queue fills.
