### What pin the rule toggle contract had no test. This adds the validation contract. ### What is pinned - both the rule id and the enabled flag are **required** - the endpoint must never silently default a rule's state; - both toggle states are valid. ### Verification - New tests on unmodified code: **3/3 green**, checkstyle clean. - Discriminating mutations: the required constraints inverted (red). - Restored: green.
