### What ToolRiskLevel is the three-tier risk classification the AI tool gate keys on: read-only tools pass freely, mutations need a plan and confirmation, high-risk ones need break-glass. It had no test. This pins the three tiers and their operationLevel labels - the labels travel to the client, so a swapped one would let a mutation pass the read-only gate. ### Verification - New tests on unmodified code: **2/2 green**, checkstyle clean. - Discriminating mutation: L2's label swapped to L1_READ_ONLY (red - the swap is caught). - Restored: green.
