Yes, that may work, somehow it will need to be activated by CreateUser.jsp upon 
successful creation of a user.  What we're trying to do seems quite standard 
and must already be well supported by Struts 2.  If there isn't any other part 
of the application that has similar functionality (may be but offhand I can 
think of any) that we can duplicate, perhaps asking the Struts 2 user's mailing 
list for advice (include a link to the JSP page in SVN under 
http://svn.apache.org/viewvc/roller/) would help.
