   Addressed the current Flink Python-transform E2E blocker on the new head 
`f23308cfd06d`.
   
   What changed:
   - keep the existing Flink `env.java.opts` / `env.java.opts.all` policy 
injection;
   - add a `JAVA_TOOL_OPTIONS` fallback hook in the Flink E2E containers so 
JobManager, TaskManager, and the starter client all see the same Python 
transform security properties even on the Flink 1.20 custom startup path;
   - add a focused preflight assertion in `TestPythonTransformIT` that verifies 
both the Flink JobManager/client side and TaskManager side export the expected 
Python policy before the job runs.
   
   Local validation within the SeaTunnel maintainer boundary:
   ```bash
   ./mvnw -nsu -pl 
seatunnel-e2e/seatunnel-e2e-common,seatunnel-e2e/seatunnel-transforms-v2-e2e/seatunnel-transforms-v2-e2e-part-2
 -DskipTests -DskipIT=true -Dmaven.gitcommitid.skip=true spotless:apply 
spotless:check
   ```
   Result: `BUILD SUCCESS`.
   
   I did not run local compile/test/package/E2E/Docker. GitHub Build is 
re-running on this head now.
