One remaining ask from my side: could you point to the commit that switches the `resolveClusterSafe()` fallback to the cluster-level `PartitionService.isClusterSafe()` so it can be re-verified on the current head? Beyond that, please sync the branch with the latest `dev` and let CI rerun. Once the updated head is pushed and checks pass, I'll do a final pass.
