I traced the coordinator startup stall to the synchronous `ringbuffer.headSequence()` call in the `JobEventHttpReportHandler` constructor. This runs before the event handlers are fully loaded, so the stall happens before okhttp initialization. I moved the initial ringbuffer lookup to the scheduled reporting path and removed the three minute E2E timeout override. The first report now starts after the configured interval while preserving the existing ringbuffer sequence behavior. Added a regression test that blocks `headSequence()` and verifies handler construction still completes.
