Tracker update: the HTTP Sink URL validation slice has completed in #12773. The merged change is limited to the agreed `notBlank` rule, focused factory coverage, and EN/ZH documentation; it does not change URL parsing, placeholder handling, HTTP execution, retries, or runtime connectivity checks. That row is now done.
