Thanks for the follow-ups. I haven't yet re-verified the current diff against the points from my earlier review (lite-member retry behaviour with empty/all-permanent blacklists, the stale master-address reset, the empty-candidate discovery refresh, the per-cycle blacklist log noise, the separated-cluster deployment docs, the started-before-master test cleanup, and the PR description/test Javadoc sync), so I'm leaving those threads open for now rather than marking them resolved. As @nzw921rx noted, please wait for the flaky-test fix on the dev branch and then rebase.
