The unchanged head is `c6246e0ced1d92067c30c07accd0ab5126ef3ea1`; this exchange does not add new code, so I am not treating the other review threads as resolved or issuing another full review. My previous source-level conclusion is unchanged, but it does not replace @SEZ9's independent recheck of the retry/blacklist, discovery, logging, documentation and cleanup points. Please keep those threads open until that recheck. For the already identified archived LLM-wrapper CI failure, tracking issue #12929 and proposed fix #12938 are still open, so syncing current `dev` alone will not remove that unit-test gate. Keep unrelated serialization changes out of this PR; once the upstream fix lands, sync the base and get a new head-specific Build, then ask @SEZ9 to refresh the remaining review threads.
