It's a Jakarta wide scheme, in line with our svn permissions. So
Turbine, HttpComponents et al are on the same scheme.
Gah. Ignore that. Got my wires crossed and thought you were talking
about the permissions.
Could definitely do Commons Developer. The user probably exists
already as it's what we had in Bugzilla - cept it was the default
assignee there and I definitely think we should have unassigned as a
default.
