Thanks folks.  Trapping is pretty much the same answer I had arrived at but, as 
with all committees, I had other people who wanted to know other methods.  At 
the farm I simply send in my terriers and follow them with a 22 just in case 
one of the varmits gets past them.  Can't do that in town.
   
  I appreciate all of the input.  Now, I need to go convince some folk we need 
to get a trapper in here to get rid of these critters.

you don't; they are ravenous--and dangerous; their holes break a lot of 
legs. They must be trapped or fenced out--and the fence needs to be fairly 
extreme.
