I think "ideal" is the operative word here. May be the CA State legislators are using this process to pass our State budget. Just kidding! Seriously, I think perhaps there is no one way that will work in all situations. It depends on the issue, the people, and the circumstances. So may be, all the strategies discussed may work. We will have to learn and judge from experiences when to use which and to make sure to be as inclusive and as open minded as possible. Now, that will take time!
