Ellen, A few years ago CENYC and TPL had a program called Housing and Open Space to develop community gardens adjacent to new or renovated housing with the Enterprise Foundation. This booklet was published in 2002 and gives some tips about working with housing groups to develop open spaces.Here is the link to the .pdf.
