Hmmm, "chat room", that's an interesting concept. Would it be like a blog? If people think that there is a need, would ACGA be opposed to include that as part of capacity building. Then people who feel a need to discuss in "real time" can create a blog or a discussion, those who interested can join. The comments are saved for those who want to view them at a later time. I thought email was supposed to do that, but I guess not, since apparently people have a real issue with emails.
