As I mentioned in my earlier post we lease plots on a 'first come, first served' basis and have done so since 2000. Prior lessees get first crack at the plots and it's worked out well. We figure that if you've invested in improving the plot you should be able to rent it again the following year. Random plot assignments and a lottery would sure make me think twice about investing in a plot. We are a college town with high turnover but have ~25% returnees yearly and our experience level is fairly mixed.
