You've gotten lots of good advice so I'll be brief. Here in San Francisco we have limited land and lots of people who want to join community gardens. At my garden, we charge $25 per year, have a 12 hour 'service' requirement along with the usual rules about keeping your plot going.
1. Use a first come, first served selection process. It's the least ugly of your alternatives and you'll get a mix of folks (if $25 is a barrier for low income folks, offer scholarships or senior discounts). 2. Once someone is selected, meet with them at the site before they pay their fees. Ask all the good questions you've noted below so that they understand the commitment. Have a garden agreement in place which calls out their responsibilities (not just legal). 3. Practice good governance. Hold people to the agreement and have the courage to encourage people to leave who aren't living up to the rules. Sounds simple but of course it's not!
