Could this be moved with a backhoe or shovel about 3 inches (enough to remove 
the rock) and then that portion recycled to another gravel area? After that I 
would suggest using  a plow sole bade to bread up the hard pan before adding 
soil. This all needs to be tractor work. Does anyone else have suggestions? We 
are going to be doing this as well this next year.

Does anyone have experience building a community garden on a site covered 
in road base?  This is a parking lot, with the top layer of asphalt 
removed, but about 18 inches of road base gravel.  This would be for a 
long-term, permanent garden. 

Any advice welcome!
