CE's themes support works by adding your themes directory to Rails' ActionController::Base.view_paths. You could try starting a console on your server and checking that the ActionController::Base.view_paths array includes your directory, i.e.:
$ ./script/console >>puts ActionController::Base.view_paths Make sure the output includes /themes/yourthemename. Also, it's always good to check that your gem versions are the same on both local and remote machines.
