I was able to confirm the views are included (below is the output)

>> puts ActionController::Base.view_paths
themes/sipnslips_base/views
app/views
vendor/plugins/community_engine/app/views
=> nil

Although, the issue I think I am having is the images and css files in
the themes folder are not being included.  The standard includes are
being referenced on the page. Here is the link to the screen.css file.

<link href="/stylesheets/theme/screen.css" media="screen"
rel="stylesheet" type="text/css" />

I don't know as if they are being loaded properly as this didn't work
in Production or Development mode.
