what works good for that, on plastic at least, is an 1/4" endmill in a router (the wood working kind, unless your other one happens to be spinning). don't try it on metal, but for plastic or wood it works great. just draw the outlines, drill a starting hole in each (preferably, but you can get by without it) and have fun. one of those silly rotozip tools would likely work as well, but i already had a router.
