But that's what it seems like to me.

So I guess you're not a fan of *any* Mac OS that runs on a PowerPC, is that it? See, Mac OS on PPC includes a Motorola m68k emulator for two reasons: first, because for early (and perhaps all) PPC versions of "classic" Mac OS, not all of the OS was ported to PPC (that is, much of it was still m68k code); and second, to enable it to run m68k Mac programs. I'm not sure if even OS 9 got rid of all of the 68k code... perhaps there are others more knowledgeable than I who know this bit of trivia.
