It is fairly clear to me. You ask the players for the status of each group (alive, or dead. Alive in seki is a special case of alive). Where they agree, you accept what they say. Where they differ, you have to find out "whether it can be captured", with its would-be capturer moving first.

Of course, if the players do the finding out themselves, there is a danger that you end up with two adjacent dead groups. If this happens, I am not sure what to do next.

One more vote for simple rules. :)
