They were making up for the change of systems by the letting the money used to pay for the spectrum help to cover the cost of people getting changed. What I don't get is why did they sell the spectrum rather than rent it. Make the leases long term and keep getting income from the lease. These are a public good and should continue to benefit the public coffers.
