Alas, this was true in the Old Days, but as has been pointed out on this list before, what used to be classic phone service has slowly been changing over the years. Sometimes it's obvious when someone installs VOIP, sometimes it's not so obvious when the phone company just changes things behind the scenes.
I know in my own case it made no sense to be paying the hefty price for a classic landline from the phone company once I had broadband, so I went VOIP a couple years ago.
