Yes because Apple licensed the patented or copyrighted (not sure which
here) code to decode the the encrypted data on most DVDs.  Mandrake
ships very little proprietary software in the core distribution (and
without Netscape in the PPC version I think there isn't any).

At any rate almost all of the decoders for the CSS encryption on DVDs
are of questionable legality in various jurisdictions.  It sucks but
it's the way it is.
