The freeze is part of the reason. The other reason is 3.7 is substantially changed and having to build updates for the older distribs, I did not want to drag out the QA process to get this thing tested. There may (maybe not) be pam changes involved as well, which would end up with a broken openssh in cooker. I also (personally) feel that 3.7 was rushed and that we will likely see a 3.7.1 in the next few days, and I didn't want to deal with that. 3.7 will make it in cooker when it's unfrozen.
