This might have next tonothing to do with the release issue or version numbr
of your distro:

* What is your security level set to?
* Is your localhost entry in /etc/hosts?
* Is your httpd running (check with ntsysv)?

-> Set your security level to medium.
-> /etc/rc.d/init/httpd restart
