The split package issue in the JAXB implementation was fixed in JAXB
2.4.0, at least according to its release notes [1]. Sorry, I don't know
the status of JAX-WS. Your frustration with JAF is understandable but it
needs action in the Eclipse project that maintains it, it's not
something that we maintain here.
