I fixed my problem. I needed to give IIS_USERS full control to manage the
private key for my cert.

I don't know what I did, but somehow I messed up a working cosign installation
on IIS 7.
If I turn cosigns protected status to "off" in the IIS 7 configuration editor,
my test page works fine. When I turn the protected status to "on", I get the
weblogin screen. I log in using my credentials, then I get "The service is
unavailable"
All help is appreciated.
