After their last flamingo-up (like a cock-up, but much, much larger) you can bet that the NOTAM has been drafted, reviewed up and down the line, re-drafted, re-vised, PUT IN REAL BIG LETTERS SO THAT THE NSA CAN REVIEW IT, explained, re-explained, hashed and re-hashed. The FAA doesn't want to get caught in another mis-communication. It's already evening, so maybe some of the required reviewers are too far into cocktail hour to get out their crayons and sign their names.
