Yes. The reason is that ATC needs you to be at 5500 feet when that is
the assigned altitude. Not 5700.

Also, if you are IFR and there are clouds in front of you, ATC expects
you to go through them, not around them.

So if you are filed IFR you have to be prepared to spend at least some
time in IMC. To do that, you need the goods. And even if you don't
bust clouds, you still need to have accurate altitude indication and
reporting.
