Yes, now I remember the KING Loran.  That is indeed a VHF antenna.

The Comant antennas tended to break the lead inside and there is no way
for you to test it -  it requires an SWR Meter to do so. You still may
have problems with the coax. An ohmmeter check and a visual inspection
of the position of the center pins are in order.
