I live 5 miles from the border and a Mexican border town. While the requirements to fly into Mexico as I understand them are not terribly complex, if your destination is within walking distance, I would walk.
If you fly, you must file a flight plan ( you are not allowed to fly anywhere in Mexico without a flight plan), and on arrival at an international airport (which could be your final destination) you must present your registration and a copy of your MEXICAN insurance policy. On return to the US, you must stop at a Mexican airport and then notify US Customs of your entry US airport 1/2 hour in advance. If the two airports are fairly close, you could call the US by radio just before landing for checkout in Mexico and then cross the border. I doubt that you can rent a car for the purpose of going into Mexico without extensive insurance issues. You should be able to check this from home by calling any national rental agency. If you get into a wreck in Mexico, there is a good chance it will automatically be your fault and your car will be held until you pay the exorbitant damages. If you only intend to stay within about 20 miles of the border (I can't remember the exact distance) you don't need any visa etc. Take your driver's license so you can prove US citizenship to get through Customs on return. You are allowed one bottle of hooch or case of beer or equivalent small item purchases without paying US duty. If you want to go deeper into Mexico, you need a "Permiso" from Mexican authorities which costs about $15 for a 6 month period. You will be jailed for posession of firearms or illegal drugs if caught. You will be in a foreign country and a pretty grafty one at that. Frankly, I wouldn't go deeper than a couple of blocks into Mexico without a local friend (preferably a Spanish speaker) who knows their way around. Good luck, Dick in Columbus NM, 75 mi.
