That is true. However, as anyone who has *returned* to the US from a neighboring country can attest, the US Border Patrol has become a lot more paranoid lately. This, due to some rather unfriendly characters who have entered the US via Canada and Mexico rather than through the likes of Kennedy airport. In my experience, handing the agent a US Passport can be the difference between 'thank you and welcome home' and 'it'll just be a little while longer...' So no, you don't HAVE to be carrying a passport. But it may smooth the processes considerably at both ends, it being the one form of international ID that is recognized as the correct form of international ID.
