(1) I have never been given to understand that a passport is a requirement
of the Mexican government to go into Mexico.  Nor do they seem to issue a
"visa".  The "Permiso" requires you present a picture ID like a driver's
license and a birth certificate to prove citizenship and is only required
if
you want to go deeper than the "enterprise zone".
(2) Actually I meant citizenship.  I was assuming we are talking about a
US
born citizen.  I don't think Customs cares about where you live, rather
that
you have the right to enter the US.  Regarding the driver's license, I
have
crossed the border many times over the last 25 years and it was all that
Customs needed to be satisfied.  I think all DL's state your place of
birth.
