Actually, it's not so much collusion as a way to prevent the insurance
industry equivalent of 'slamming.' That is, an agent claims your business
without your authorization. However, there is a way around it.

There is a form an agent can have you sign which tells the company
that they are now your agent on a given policy.

However, you should see identical quotes from the same company for
the same coverage for the same year. It's a formula-based thing, so
other than being better at making sure all your discounts are applied
for and noted, the price one independent agent charges for a given
companies' policy should be about the same.

So it is possible for you to 'shop' for agents, if you tell the insurance
company that, based on service or other factors, you've chosen agent
X over agent Y, even though X has already given you a quote.
