I think you all are being too hard on the agents. The problem is that there are only a few underwriters, and once one of them quotes coverage for your N number, they aren't going to requote it with a different figure. Also, they want to keep peace between their various agents, and thus cannot be seen to undercut one for the other. Bottom line: find a good agent by experience or recommendation, and go with it.
