In the November, 1999 issue of EAA's Experimenter magazine there is a
small
article on page three in the Hotline section, "EAA?FAA Simplify Homebuilt
Certification".  At the bottom of the page it mentions the FAR (127b(2))
allows "use of salvaged/used aircraft parts."  Further information will
follow in the December, 1999 edition of Sport Aviation.
Perhaps this change will make it easier to build that Experimental Ercoupe
we have been discussing these past weeks.  I assume the 51% rule will
still
apply, so simply swapping engines will not be possible.
