After much maintenance on my single fork, it still loved to shimmy. I replaced it with a double fork years ago. Seems like it did come with the snubber cable. Maybe for two reasons. One is that the double fork is longer when extended than the original single fork. Two, so that you won't touch down the nose wheel first since was long and now is longer. Don't really know but it seems to me. . .
Another thing that once occured to me. To help get the tail up, why not find and use a smaller size nose wheel tire? Such as the 11.40 x 5 which I see in Aircraft Spruce's catalog. It looks like a scaled down 5.00 x 5. I haven't done it myself. Might not be legal to use that size tire on the double fork or the single either since one was original and the other STC'ed. You may not be able to deviate from approved tire sizes. The single fork used a 5.00 x 4 and the double fork uses a 5.00 x5. I stood the tires side by side and they seem to be the same height.
