Warren is probably right that an enthusiast could simply ask for the job and get it. I've often seen the regional directorships change hands in a simply volunteer manner.
May I encourage you to talk to the incumbent to determine his feelings. If he's burned out, it might be time for him to ask Skip to appoint a volunteer. You might put out the word and even need to hold an election if there are two or more candidates who really want to run. For that matter, a director can really use multiple assistant directors, etc. If Joe really doesn't want to step down, I'd bet he'd accept as much volunteer activism you'd like to contribute till your region's election next year.
