Nope,  not necessarily.  We were talking about the C-90.  Each
engine/airframe combination is different and must meet different static
rpm
requirements.  There are a number of different props certified for each
combination.  As long as your prop is in the right range and of the right
type, and you can make the prescribed rpm range, everything is presumed to
be OK.  If you can't make the rpm range (either too lowORr too high)  then
either your engine is not making enough power or your prop is out of spec.
Either way you should fix it before flying it.
