This is an area I had been aware of .... 

The shimmy problems I have seen are usually due to the sissors bolts being
too
loose....

The sissors are mounted to the fork and strut, with a set of bolts mounted
thru phenolic bushings ( replaceable). The proper installation, is that
the
bushings should be slightly longer than the mounting hole, with a new
bolt,
and serrated washers.
The bolt is positioned thru a washer, then thru the sissors; then a
serrated
washer, the bushing,  2nd serrated washer, sissors, washer, and nut. The
proper touque is to tighten so that the sissors are tight against the
bushings. the bolt should not turn in the bushing --- the bushing should
be
clamped to the serrated washers & sissors, and turn in the casting. There
should not be any play in the sissors...

Now, mechanics unfamiliar with the assy, are likely to tighten the bolt,
then
loosen it until free to move ( now it will shimmy); not understanding that
the
bushing is supposed to turn in the mounting hole - not the bolt turning in
the
bushing....

Hope that made sense. I think it is correct.
