Clearly both sides are right here.

If you want to prove this one way or the other, then run a tcpdump on port
143, capture the entire session between the client and the server, and prove
whether the client is issuing bad commands, or whether the client has
properly entered IDLE mode and it's the server which is not informing the
client of the new messages.
