Its a fundamental feature of the Servlet 3.0 spec.
If I understand correctly, the new requirement added with
https://bugs.eclipse.org/bugs/show_bug.cgi?id=461919 is not the Service
Loader per se, but one service providing the "osgi.service.registrar"
capability (that only Aries Spi-Fly is providing so far).
