Equinox does not provide such an implementation. However, if Jetty OSGi requires it to be present at runtime then there is like a CQ we could piggy-back for reuse. Thus, it shouldn't be an issue for other projects to consume the Apache Aries implementation. However, I think it's a bit too restricted. As a workaround, I was able to get it working by using fragments without having to consume Apache Aries bundles.
