Hi Nikhil, I don't see any issue in the upgrade of simrel to 10.4.0, so I think you should go ahead.
However, you still need your release record for 10.4.0 (and 10.3.0 too!) - you need a release record on https://projects.eclipse.org/projects/technology.collections - but you don't need another release review until next Feb - 1 year after your last review. While you are there you may want to fix the link to the p2 repo in the downloads <https://projects.eclipse.org/projects/technology.collections/downloads> tab.
