It works now, don't sweat it. It was searching for the .dll inside the directory they were at. That is why it was perplexing. Copy pasting a bunch of old .dlls from another product I launched in the past did it.

Wasn't there a --verbose=scf (or just --verbose) option which would
show you paths SCF was searching for plugins?
